О том, какое значение для развития регионов имеет жилищная кооперация, рассказывает председатель правления ЖК "Бест Вей" доктор экономических наук Роман Василенко. — Роман Викторович, каково значение жилищной кооперации для решения жилищной проблемы в России, особенно в провинции? — Согласно опросам, более 50% российских семей стремятся улучшить свои жилищные условия. И значительная часть из этих семей не может получить ипотеку с приемлемой процентной ставкой, не может получить банковский кредит в принципе, так как не пройдет по тем или иным причинам банковский фильтр. Жилищная кооперация помогает решить все эти проблемы. Это покупка квартиры по номиналу. Пайщик несет незначительные дополнительные затраты — платит вступительный и членские вносы, которые идут на финансирование текущей деятельности кооператива. Членом кооператива может стать гражданин от 16 лет и хоть до 100 лет — верхней возрастной границы нет. 16-летний подросток может откладывать по 10 тысяч в месяц на первоначальный взнос для покупки квартиры кооперативом. К этой категории относятся миллионы россиян. Решить квартирный вопрос с помощью банков они часто не могут. А кооператив предоставляет им возможность купить квартиру. Кооператив не интересует кредитная история, он не проверяет доходы, он устанавливает удобный график платежей, предоставляет отсрочку, если у пайщика временный период неплатежеспособности. Такой "либерализм" связан с тем, что кооператив проверяет квартиры, которые он покупает в интересах пайщика, и эти квартиры в период, пока пайщик расплачивается с кооперативом, находятся в собственности кооператива. При этом покупаются квартиры в интересах конкретного пайщика по его желанию. Единственное, кооператив может предложить пайщику посмотреть другую аналогичную квартиру, если по выбранной есть вопросы в отношении прав собственности, или цена на желаемую пайщиком квартиру завышена. Квартира, приобретаемая в интересах пайщика, как целевое приобретение не принимается на баланс кооператива, пайщик прописывается в ней сам и прописывает членов своей семьи. — А как у вас появилась идея создать жилищный кооператив? — Интерес к жилищной теме у меня был отнюдь не умозрительный. Я сам столкнулся с жилищной проблемой, когда увольнялся в запас из ВМФ. Ипотеку было получить крайне тяжело. Думая о том, как в принципе могла бы решаться эта проблема, я вспомнил о кооперативах, кассах взаимопомощи, существовавших в советское время. Начал читать книги по проблеме, изучать историю. Изучать научную литературу о жилищной кооперации в Германии, которая позволила отстроить страну после войны, о кооперативном движении в Швейцарии, пронизавшем и сервисный, и производственный секторы этой страны. Изучал опыт новых российских жилищных кооперативов, которые к тому времени вновь появились в нашей стране уже в рыночных условиях. Изучал гражданское и жилищное законодательство, на основе которого они работали. У меня возникла идея создать жилищный кооператив. Было это в феврале 2014 года. Решил протестировать идею — рассказал о ней в своем выступлении на Молодежном форуме стран ШОС в контексте преодоления тенденций утечки молодежи из регионов, улучшения качества жизни молодых семей. Идея была принята на ура. Меня это вдохновило на практическую реализацию, и 27 мая 2014 года кооператив "Бест Вей" начал операционную деятельность. Расчет был на то, что можно будет достаточно быстро обеспечить большое число людей доступным жильем. В большинстве случаев квартиры в провинции стоят 3-3,5 миллиона рублей. Накопить на такие квартиры, объединив финансовые возможности дольщиков, даже с учетом того, что доходы в провинции не слишком высоки, мне казалось реальной задачей. Так и оказалось. Изучая опыт российских ЖК, я столкнулся с тем, что многие из них, существуя длительное время, приобрели для своих пайщиков всего несколько десятков квартир. Там в очереди на покупку квартиры, накопив первоначальный взнос, можно стоять несколько лет, что, конечно, негативно сказывается на мотивации покупать квартиру с помощью кооператива. Да, квартира, приобретаемая кооперативом, обойдется на порядок дешевле, чем ипотечная. Но ждать покупки квартиры после внесения немалого первоначального взноса в 35% и более для многих слишком долго. Еще одна проблема, с которой сталкивались кооперативы, изменение стоимости строящихся объектов недвижимости, а также случаи, когда деньги вкладывались в долевое жилье, а оно не достраивалось из-за проблем застройщика. Мы с коллегами разработали новую модель жилищного кооператива. Она предусматривает создание механизма достаточно быстрого роста числа пайщиков. Чтобы кооператив быстро развивался, нужно либо частичное государственное финансирование паевого фонда, как, например, в Германии — там финансирование достигало четверти паевого фонда. В советское время паевые фонды также частично финансировались из бюджетов. Либо достаточно высокий темп привлечения новых пайщиков, а он будет тем выше, чем ниже будут сроки ожидания покупки квартиры в очереди. — То есть, чем меньше сроки ожидания в очереди, тем быстрее в кооператив приходят новые пайщики, а чем быстрее приходят новые пайщики — тем меньше сроки? — Именно так. Эффективный кооператив, который не может рассчитывать на, например, региональное финансирование, должен работать достаточно широко — не в одном-двух регионах (даже если это крупнейшие субъекты, такие, как Москва и Московская область, Санкт-Петербург и Ленинградская область), а в десятках регионов страны. И о том, что этот кооператив быстро предоставляет квартиры, должно сообщать сарафанное радио, причем, по информационным каналам, свойственным различным профессиональным и социальным группам. Мы стремимся, чтобы каждый пайщик рассказывал своим знакомым и коллегам о возможностях кооператива и тем самым привлекал новых пайщиков. Такая система работает — это и есть турбодвигатель, который позволяет кооперативу быстро увеличивать количество пайщиков. Мы за 5 лет привлекли столько же пайщиков, сколько другие кооперативы не смогли привлечь и за 10 лет. За последний год у нас по 50 новых пайщиков в месяц. Сотни семей получили квартиры от Калининграда до Камчатки. Мы покупаем квартиры по всей стране. Совсем недавно я поздравлял с покупкой квартиры семью с Камчатки. У семьи четверо детей. Купили с помощью кооператива квартиру старшей дочери — ей 20 лет. Это очень важно — обеспечить молодежь жильем. Молодежь остается дома, работает на благо своей малой родины, а не уезжает в столицы. Общаясь с коллегами, выступая на различных профессиональных форумах, детально рассказываю нашу модель работы. Чем больше кооперативов будет ей следовать, тем лучше будет репутация жилищной кооперации как способа решения жилищного вопроса. — Насколько это безопасный механизм для пайщика — покупка квартиры кооперативом? — Один из самых безопасных. Государство беспокоится о защите граждан, в связи с этим существовавший ранее долевой механизм был заменен механизмом с использованием эскроу-счетов. Но если раньше риски были связаны с тем, что обанкротятся застройщики, то теперь с тем, что обанкротятся банки. Деньги же, которые вносятся пайщиком в кооператив, имеют несколько степеней защиты. Во-первых, паевые средства возвращаются кооперативом при выходе пайщика из кооператива — это требование Жилищного кодекса, за его соблюдением следит государство. Таким образом, обязательства перед пайщиком, для которого уже приобретена квартира, обеспечиваются за счет объекта недвижимости — квартиры, которая на период, пока пайщик погашает свою задолженность перед кооперативом, находится в собственности всего кооператива. Во-вторых, кооператив фактически не может закрыться без воли пайщика. Любой пайщик обладает правом вето на решение о закрытии, кооператив не может быть закрыт, если хотя бы один пайщик против. — От каких рисков защищает кооператив пайщика? — От риска купить квартиру со спорными правами собственности, а также квартиру, оцененную дороже рынка, так как кооператив тщательным образом проводит проверку и оценку квартир. — Насколько известно, депутаты Госдумы работают над специальным законом о жилищной кооперации. Какие законодательные проблемы нуждаются в решении для развития жилищной кооперации? — Первая — возможность перечисления материнского капитала и других государственных дотаций, например, сертификатов военнослужащих, в качестве первоначального взноса. Дело в том, что для перечисления первоначального взноса в соответствии с действующими нормами права нужно указать адрес объекта недвижимости. The Great Lakes have the most shipwrecks per square mile among all bodies of water in the world, largely due to the high shipping traffic in the 19th century and the lake’s volatile weather. Researchers know about the wrecks because reporting any commercial ship that sails on the lakes is required; from the early 19th century to the 20th century, about 40,000 ships sailed the Great Lakes, Baillod said.

There are about 6,000 commercial vessels on the seabed of the Great Lakes, lost to storms or other issues. In Lake Michigan alone, there are over 200 shipwrecks waiting to be discovered, according to Baillod, who has created a database of these ships over the past three decades.

Wrecks in the Great Lakes have been found since the 1960s, but in recent years the rate of these finds has accelerated greatly, in part due to media attention, clearer waters and better technology, Baillod said. Some wreck hunters and media outlets call this the golden age for shipwreck discoveries.

“There’s a lot more shipwreck awareness now on the Great Lakes, and people are looking down in the water at what’s on the bottom,” he added. Part of the reason it’s easier to see in the water is thanks to quagga mussels — an invasive species that was introduced in the 1990s. The mollusks have filtered most of the lakes, turning them from their old greenish hue, which allowed for only a few feet of visibility, to clear blue. Now, the lakes have visibility of up to 50 to 100 feet (15 to 30.5 meters), Baillod explained.

“Tourism has popped up around paddle boarding and kayaking, and these shipwrecks are visible from the surface because the water is so clear,” he added.

And then there are advancements in technology. “Side-scan sonar used to cost $100,000 back in 1980,” he said. “The one we used to find this (shipwreck) was just over $10,000. They’ve really come down in price.”

The National Oceanographic and Atmospheric Administration, or NOAA, has a project in the works to map the bottom of the Great Lakes in high resolution by 2030. If the organization succeeds, all shipwrecks will be found, Baillod said.

In the meantime, Baillod said he hopes he and his team will continue to discover missing shipwrecks from his database in the coming years and bring along citizen scientists for the ride: “I keep looking, and I don’t doubt that we’ll keep finding.”
